How to Make Word Documents Fillable But Not Editable

Add fillable fields to the document
1. Click on the 'Developer' tab in Word 2007. The 'Developer' toolbar in previous versions of Word is located by right-clicking any toolbar to open the toolbar shortcut window. If the 'Developer' toolbar is not showing, click on the Office button, and click on 'Word options.' The option to show the 'Developer' toolbar will be located under 'Popular' options.
2. Place the cursor in the location you want fillable text.
3. Select the form field type from the 'Controls' area on the 'Developer' tab.
4. Repeat Step 3 for each of the fillable fields you want to set up in the document.
Protect the document
5. Click on the 'Protect Document' button on the 'Developer' tab.
6. Select the 'Allow only this type of editing in the document' check box.
7. Click on the drop-down menu and select the 'Filling in Forms' item.
8. Click on the 'Yes, Start Enforcing Protection' button.
9. Type a password in the 'Enter New Password' field and retype it in the 'Reenter Password to Confirm' field.
10. Click on the 'OK' button to complete the protection.
11. Click on the 'Save' button to save the document with protection. When the document is sent to the person completing the data entry, they can simply tab through the fields to enter the data.
